Last month, the California Association of Realtors® (C.A.R.) released its annual housing market forecast for California. The forecast offers some insights into how the housing market might perform in 2024 based on current trends and projections.

The report outlines an encouraging forecast for the 2024 housing market, driven primarily by anticipated economic factors that point to decreasing mortgage interest rates. This development is expected to invigorate the California home sales sector next year, as both home prices and sales are expected to rise in 2024, reversing the downward trend that occurred in 2023.

The main points may be summarized as follows:

  • Sales of existing single-family homes are projected to rise by 22.9%, reaching 327,100 units from the 266,200 projected for 2023.
  • The median home price in California is expected to rise by 6.2%, reaching $860,300 in 2024, rebounding from a projected 1.5% decrease in 2023.
  • Despite these trends, housing affordability is predicted to remain challenging, with the market continuing to favor sellers due to persistent inventory shortages.

C.A.R. defines "housing affordability" as the percentage of households that can afford to purchase a median-priced home. It currently stands at 17% in California.

Mortgage Rates Expected to Dip

A key element in this forecast revolves around mortgage interest rates. After substantial increases, there's an expectation for a reduction in these rates in 2024, attributed to slower economic growth and subsiding inflation.

C.A.R. President Jennifer Branchini articulates optimism for the coming phase, identifying prospective declines in mortgage interest rates as a pivotal factor:

“2024 will be a better year for the California housing market for both buyers and sellers as mortgage interest rates are expected to decline next year. A more favorable market environment with lower borrowing costs, coupled with an increase in available homes for sale, will motivate buyers and sellers to reenter the market next year.”

At the time of the forecast’s release, the average rate for a 30-year fixed mortgage was approximately 7% — a figure based on nationwide surveys by Freddie Mac.

Inventory to Get a Boost – But Challenges Remain

Some encouraging news for potential homebuyers is the anticipated increase in housing inventory. As market conditions and the lending environment continue to improve, C.A.R. projects a 10% to 20% rise in active real estate listings in 2024.

Despite this anticipated growth, California's real estate market is projected to sustain a supply shortage into 2024, with the available inventory unlikely to meet buyer demand. Consequently, seller’s market conditions will likely persist.

However, it is positive to note that analysts from C.A.R. foresee a moderate rise in listings, a development that would expand options for potential homebuyers.

Economic Factors Underpinning the Forecast

The forecast also incorporates broader economic indicators. The U.S. GDP is projected to grow modestly by 0.7% in 2024, down from a 1.7% increase in 2023. Concurrently, California expects a slowdown in nonfarm job growth and a slight uptick in unemployment rates.

Inflation, a primary concern, is set for a gradual reduction, with the Consumer Price Index (CPI) projected at 2.6% for 2024, down from 3.9% in 2023.

Mortgage interest rates are also central to this outlook. After reaching 6.7% in 2023, average rates for a 30-year fixed mortgage are anticipated to stabilize at around 6.0% in 2024 — relatively high compared to pre-pandemic figures, but a moderation from historical peaks.

C.A.R.’s Senior Vice President and Chief Economist, Jordan Levine, summarized this as follows:

With the economy expected to soften in 2024, the Federal Reserve Bank will begin loosening its monetary policy next year. Mortgage rates will trend down throughout 2024, and the average 30-year fixed rate mortgage could reach the mid-5% range by the end of next year. Buyers will have more financial flexibility to purchase homes at higher prices, which could generate increased housing demand and result in more upward pressure on home prices.

Overall, C.A.R.’s 2024 forecast is optimistic, highlighting potential relief for buyers through lower mortgage rates and increased inventory, albeit within a still competitive market. For sellers, the outlook suggests the possibility of sustained gains.

The 2024 forecast indicates a pivotal year for the California housing market, marked by increased opportunities driven by economic shifts and moderated mortgage rates.

She oversaw continuous and bizarre construction on the house for nearly four decades. Its unsettling architectural oddities include staircases leading to nowhere, doors that open into walls, and a bewildering labyrinth of rooms and hallways. The mansion's peculiar design is believed to be an attempt to confuse and appease the vengeful spirits that she believed were pursuing her. Are you brave enough to uncover the secrets of this enigmatic mansion at the spookiest time of the year?

This year, the Bay Area’s most iconic house, is celebrating Halloween a with a special show Unhinged: Housewarming on select nights through October. General admission tickets grant you access to one spine-tingling route within the indoor haunt. From little goblins to grown-up ghouls, everyone will find ghastly great things to do for Halloween. Plus, [they]’ve got skeleTONS of delicious seasonal treats, drinks and, of course, candy!"

There’s so much to see and do at Tricks and Treats! Explore the Land of Tricks, promising playfully spooky, gross, and weird adventures. Or do you stroll the charming boulevards of the Land of Treats with all the nostalgia of a cozy fall festival. In every Land, witches and warlocks of all ages can enjoy Halloween fun. Solve mysteries, play exciting games, meet quirky characters, and join a costume contest. Get crafty with pumpkin decorating and take home unique souvenirs. Guests are encouraged to come in costume.

Pirates of Emerson Haunted Theme Park

The Pirates of Emerson Haunted Theme Park is a time-ed entry WALK THRU event for 2023. The attraction is billed as "where your worst nightmares become real. As you enter the Adventure, you enter a world of suspense and terror. The only thing on your mind will be your survival." Children are allowed, but it is not recommended for those under 13 years of age. Also there is a new age limitation. Anyone under 16 years old MUST be accompanied by an Individual 21 or over.

You must purchase tickets online. Tickets are not sold at the event.

Fear Overload Scream Park

The Fear Overload Scream Park is billed as the Bay Area’s scariest and most elaborate haunted house event! The terrifying walk takes you through hair-raising sets, filled with countless scares and trained actors. It's not for the faint hearted. There are two attraction this year:

House of Phobia: In the heart of Frightmare town stood the infamous "House of Phobia," a haunted house unlike any other, with a sinister reputation that lured the curious. As the moon reached its zenith, the gates creaked open, beckoning the brave inside. Each room tailored to exploit individual fears, from claustrophobia to the dread of darkness and heights.

Happy Days Asylum: Tread the line between terror and fascination. Inside, dimly lit hallways revealed faded murals and chilling desolation. Ghostly echoes of screams echoed, and reenacted medical horrors blurred the line between sanity and madness. The haunting experience painted a tapestry of anguish and hopelessness, awakening the patrons' souls to the depths of human suffering.

Note, this attraction is not recommended for children under 12 years old. Tickets may be purchased online. Save on ticket price by purchasing in advance.

It’s that time of the year again! The Autumn tradition is to head out to your favorite pumpkin patch, and pick your perfect pumpkin! Carve it up for Halloween or turn it into pumpkin pie! It’s something that everyone in the family can enjoy. Silicon Valley has many places for you to choose the best pumpkin, and entertain the kids as well. It’s as American as pumpkin – I mean – apple pie!

When it comes to the best pumpkin patches, Half Moon Bay deserves a special mention. After all, Half Moon Bay proudly holds the title of "Pumpkin Capital of the World" and hosts the annual "Half Moon Bay Art & Pumpkin Festival." Don't miss this year's 51st Annual Half Moon Bay Art & Pumpkin Festival taking place on October 14-15, 2023. The fun includes:

  • The Great Pumpkin Run has been a tradition in Half Moon Bay for many years and takes participants along the beautiful Coastal Trail overlooking the Pacific Ocean.
  • "Farmer Mike" has become a beloved fixture at the Festival. for more than three decades, festival-goers have eagerly gathered around his elevated stage, as he intricately sculpts enormous pumpkins into awe-inspiring masterpieces.
  • The world's largest pumpkin sculpture, the creation of creative genius Peter Hazel, will also be at the festival. This unique mosaic sculpture, crafted from steel, cement, and ceramic tile, stands at 11 feet tall, stretches 12 feet in length, and weighs an astonishing 10,000 pounds.

Queen's Pumpkin Patch

There is so much to do at the Queen's Pumpkin Patch in Saratoga. Ride the cow train or paddle around in their bumper boats. There's also pumpkin painting, a petting zoo, a climbing wall, hamster balls, and a hay maze. Take a hay ride through the pumpkin patch and sunflower fields. Two years ago, they added a giant pumpkin slingshot. A ticket gets you 5 pumpkins to test out your skills!

Admission is $4.

ABC Farms & Pick of the Patch Pumpkins

You don't have to travel too far to find your perfect pumpkin. ABC Farms & Pick of the Patch Pumpkins has 19 locations in the Bay Area with seven in the South Bay. Each offers a variety of varied and fun activities for everyone, including “inflatable” amusements for children ages two to 12 years old and beautifully decorated “memory lanes” for taking photos. Visit the haunted house at the original pumpkin patch at Tully and East Capitol Expressway. Besides having a lot of fun, there are plenty of different varieties of pumpkins to choose from.

Admission is free to the pumpkin patches, however, there is a charge for some amusements, as well as food and drinks. Check their website for a complete list of locations and hours. Some locations offer pumpkin delivery. ABC Farms is family owned and operated.

Spina Farms

Spina Farms is located in Coyote Valley between San Jose and Morgan Hill, and hosts one of the largest pumpkin patches in the Bay Area. Select your pumpkins from over 25 unique varieties. Tour the pumpkin patch on the new Spina Pumpkin Express Train, or explore the Sunflower fields on an old-fashioned hay ride! There's even a barrel ride for your "little pumpkins". If that’s not enough, get lost in the corn maze and launch pumpkins from giant cannons! Food and drinks are available for purchase. Parking is free M-TH, and $10 FRI, SAT & SUN. No dogs allowed.

Webb Ranch Pumpkin Patch

The family-owned and operated Webb Ranch has a 30-acre pumpkin patch featuring more than 20 varieties of organic pumpkins. Open 7 days a week with additional activities on the weekend, including a hay ride, train ride, corn maze, petting zoo, and reptile exhibit. New this year are the Haunted House inside the corn maze and a farm-themed obstacle course. For the activities, you must purchase an activity pass online before arriving at the farm as attendance is limited. No activity pass is required for just pumpkin picking. No dogs allowed.

Arata Pumpkin Farm

Established in 1932, the Arata Pumpkin Farm is the oldest working pumpkin farm in Silicon Valley, and has something for everyone! Challenge yourself in their two-acre Minotaur’s Labyrinth hay maze.  Scare yourself silly in their haunted barn. Or enjoy a hay ride. There are picnic areas throughout the farm, for when you want to relax and refuel. Lots of things for kids: Play Land playground with a miniature version of a hay maze, a train ride, guided pony rides and petting zoo! Bring your dog!

Lemos Farm

There’s lots of fun to be had at Lemos Farm! Pick your pumpkins from an amazing pumpkin patch. Enjoy pony rides, train rides, a petting zoo, bounce houses, Goat Yoga, and more. Enjoy pumpkin ice cream on the ghost train, or dig into pumpkin pie on one of their hay rides. In October the farm converts into a Halloween extravaganza. No wonder it’s considered a Halloween tradition! There is a live band and lots of Halloween-themed activities. Purchase an admission pass prior to your visit to the farm so as not to be disappointed. There are also a limited amount of tickets at the entrance for walk-ins.

Farmer John’s Pumpkin Farm

Farmer John’s Pumpkin Farm is located on a working farm where you can learn everything you wanted to know about pumpkins directly from Farmer John. If all you want is pumpkins without all the other activities, this is the place for you. You will find more than 60 varieties of pumpkins and squash, including their Atlantic Giant, which can weigh anywhere from 250 and 500 pounds! Farmer John's sells pumpkin seeds for the green thumb to plant in their own backyard. Take your camera for the many photo opportunities, including the giant pumpkin display, authentic Native American Teepee, vintage tractor and rolling fields of pumpkins. Dogs are welcome on the farm.

Due to wildfire risks in California and an increase in construction costs, insurance companies are forgoing the issuance of new policies, increasing premiums, and making finding and maintaining coverage in many areas of the state more difficult than ever.

California's largest homeowner insurance provider, State Farm, made national headlines when it announced its decision to discontinue issuing new property insurance policies in California, effective from May 27, 2023. In a press release dated May 26, State Farm attributed its withdrawal to "historic increases in construction costs outpacing inflation, rapidly expanding catastrophe exposure, and a challenging reinsurance market."

This decision was followed by a similar announcement by another major provider Allstate Corp in June. Notably, Allstate had already quietly suspended the introduction of new property coverage in California during the previous year, but made it public only this summer.

There are still a wide range of companies writing policies in California. However, those willing to write new policies in higher risk areas are declining. With the departure of State Farm and Allstate, homeowners residing in more high-risk areas may have no other option than to purchase policies under the FAIR plan, which provides basic fire insurance coverage for properties in high-risk areas. FAIR plan policies are seen as a “last resort” option when traditional insurance coverage is not available.

What California Residents Can Do To Find Homeowners Insurance Coverage

Given the anticipation of premium increases by many companies in the coming year, it is prudent for homeowners, even those not affected by an insurer's departure, to periodically compare home insurance quotes to ensure they are not overpaying. This is especially relevant for residents of states susceptible to natural disasters, such as California, as insurers are more likely to adjust premiums regularly due to the heightened risk factors.

The California Association of Realtors® has information and resources for those who are affected by these recent developments. Here are some of the tips from their website:

1. Know your rights

If your insurance company is not going to renew the policy on your home, they must notify you in writing at least 45 days before the expiration date. If you didn’t receive the proper notice, contact the California Department of Insurance (DOI) at 1-800-927-HELP or online at www.insurance.ca.gov. Check to see if your policy has a guaranteed renewal provision.

You may also be entitled to a renewal under laws applicable to homes that are lost in a declared disaster. California recently enacted a consumer protection law that provides temporary relief for some homeowners. In the aftermath of a wildfire and a subsequent state of emergency declaration by the governor, residents residing in ZIP codes near or within the affected area can retain their homeowners insurance. The law imposes a one-year moratorium on the cancellation or non-renewal of these policies following the emergency declaration. For more guidance on protections following a wildfire, visit the DOI’s Top Ten Tips for Wildfire Claimants. The DOI provides an online service on their website that makes it easy to find out if your ZIP code is included in the latest moratorium by entering your ZIP and the name of the fire.

Finally, it's important to note that insurance companies cannot terminate existing home insurance policies midterm, except in instances of unpaid premiums or fraudulent activities.

2. Contact your insurance company

If you receive notice of a rate increase or non-renewal, get in touch with your insurance company ASAP to see if there are any specific steps you could take to mitigate your risk—such as fire-hardening your home—to change the company’s decision. If you think the non-renewal notice was unfair, you may file a complaint with the DOI. But don’t delay your search for a new insurer. Do everything you can do at your property to mitigate fire risk then start shopping for coverage.

3. Work with an insurance agent

Filling out applications and getting quotes from different insurance companies takes time. It can be worth paying an experienced professional a reasonable commission and/or fee to find you the right policy and company to suit your specific or specialized needs. The DOI has an online tool Home Insurance Finder to help you find insurance agents and brokers near you, or check the the FAIR Plan’s Find a Broker tool.

Keep in mind there are different kinds of agents. Some are “captive” which means they can only offer you one insurance company’s products. “Independent” agents and brokers represent multiple insurance carriers and can offer you a broader range of insurance products and coverage options.

Before choosing an agent, make sure to seek out personal recommendations, online reviews, and obtain background information, such as the broker’s license status and any complaints or disciplinary action from the DOI, which keeps track of registered insurance companies, agents, and brokers doing business in the state. Some questions to ask when working with a broker or agent are:

  • How long have you been in business?
  • Are you a “captive” agent, meaning that you exclusively represent one company? If not, how many companies do you represent?
  • If I cancel the policy mid-term, will there be an “earned minimum” premium?
  • If I have a loss and need to file a claim, how will you assist me?
  • Is there a broker fee plus a commission, and if so, how much will the commission and fee be?

4. Check for policies written by admitted insurance companies

    Admitted insurance companies are backed by the California Insurance Guarantee Association (CIGA), which provides protection if the carrier becomes insolvent. Check the Residential Insurance Contact List on the DOI website for a list of admitted insurance companies.

    5. Make sure you are not underinsured

    Before selecting a policy, make sure it will cover the likely cost to rebuild your home in compliance with current building codes. Consider insuring your property for replacement cost value, not just depreciated, actual cash value.

    6. Compare types of insurance and limits

    If you have any questions, ask your insurance agent. For example: Will the policy cover the cost of rebuilding your home to its pre-loss condition? Does it cover demolition and debris removal? Is there a coverage limit on temporary rent and expenses while the home is being repaired? What causes of loss are not covered?

    7. Check Surplus lines insurance options

    Surplus lines (aka “non-admitted” ) carriers do not have CIGA protection, but they often have more flexible offerings and may be the best solution for your particular situation. Just make sure to investigate the overall financial strength of the company by checking its risk profile with the insurance rating company A.M. Best at www.ambest.com or a similar service that monitors the financial strength and creditworthiness of insurance companies. These ratings are crucial for insurance consumers, as they can help assess the likelihood of an insurer being able to meet their obligations to their policyholders..

    8. Take advantage of the FAIR Plan

    If you’re out of options, contact California FAIR Plan at 1-800-339-4099. The California Fair Access to Insurance Requirements (FAIR) Plan provides basic fire insurance coverage for properties in high-risk areas as a “last resort” option when traditional insurance coverage is not available. A FAIR Plan policy offers protection from risk of fire and will satisfy a mortgage company’s requirement that your home be insured, but it doesn’t cover theft, flood, earthquake, hail, vandalism, or personal liability. Also, a FAIR Plan policy can be expensive, and since it only covers certain losses by fire and smoke so you will need to buy Differences in Conditions (DIC) insurance to cover other perils such as theft and liability.

The California Department of Insurance website contain a wealth of insurance knowledge and guidance and the Department of Insurance Customer Hotline (1-800-927-4357) connects clients directly to dedicated insurance experts ready to provide support when needed. United Policyholders, a nonprofit that provides insurance information and resources, can help you find insurance in high-risk areas. The association also offers a free webinar titled, "Keeping your home protected when insurance options are limited and expensive" on its website. In addition, a good insurance broker can help guide you in your search. Especially given the challenging conditions of the market, an experienced broker will have the know-how and background to help homebuyers find a policy with adequate coverage at a reasonable price.     When it comes to selling a home, there are two rules: price it well, and make it look amazing. If you are not convinced that home staging matters, just take a scroll at the properties for sale in your area. You will quickly see that today’s buyer is flooded with options. To make sure you present the most appealing option to the buyer pool, the importance of home staging cannot be underestimated.

    Staging is the process of making your home look its best and appeal to potential buyers, and it can be a game changer. According to the National Association of REALTORS® report 2023 Profile of Home Staging, staged homes spend and average of 73% less time on the market compared to those without staging. Even better, buyers are willing to spend 1% to 5% over asking price for a staged home.

    Some sellers hire a professional stager who may bring in furniture and decor to increase the home’s appeal. It doesn't come cheap. The size of your home and the scope of the project play a major role in determining the total cost. However, in general, professional stagers charge $300 to $600 for an initial design consultation, and $500 to $600 per month for each staged room.

    Here are nine home staging tips that can quickly enhance the beauty of a listing and move it off the market fast and at top dollar. 

    1. Enhance curb appeal

    If they are not liking what they see from their car, buyers are more likely to be put off by a home before even setting foot in it. Create a great first impression by power-washing siding, walkways, and windows, and repainting or staining the deck. Spring is also the time to think about mowing the lawn and planting flowers. Go the extra mile by considering a new front door and doormat, as well as a potted plant on the porch.

    2. Make it sparkle

    One of the most inexpensive ways of ensuring a home looks its best is by giving it a deep cleaning. Dust the furniture, polish the floors, and shine the windows (inside and out) for a put-together look. Actually move your furniture to vacuum behind and under it. Hate cleaning your home? There are professional cleaning crews that can do the one-time deep clean, and even come regularly while your home is on the market.

    3. Sweat the small stuff

    Home staging is the perfect time to handle the small details that keep the space from looking just right. Set aside time for removing any scuffs and holes from the walls and handling paint touch-ups. A fresh coat of neutral-toned paint goes a long way to brightening your home. Buyers are turned off by shag or worn carpeting—replace it if you can, clean it if you can’t. Revamp a tired kitchen with an inexpensive new countertop, cabinet doors, or fresh cabinet hardware.

    Buyers seek imperfections as leverage for negotiating a reduced sale price. Even if crack in the ceiling plaster lacks structural impact, it could trigger buyer concerns about potential hidden flaws. Address any and all issues, no matter how minor. Get out your toolbox and start fixing.

    This shows buyers that they have put the proper care into maintaining the property. The less hassle buyers envision themselves having to deal with, the more open they will be to the purchase.

    4. Declutter

    Buyers continue to be drawn to airy aesthetics, so take a moment to declutter the home from any unnecessary furniture. Clear floors and surfaces to create the feeling of more space, and tidy up closets, leaving 20% to 30% of open room and adequate storage. Storage is a top priority for buyers, and allowing them to visualize their options within the space will get a strong thumbs up.

    5. Clean, comfortable, contemporary, and fresh

    The essentials of home staging – keep things clean, comfortable, contemporary, and fresh. Choose a few large and colorful focal points. Darker homes can benefit from materials like chrome, silver, and crystal that give the illusion of space and light. A fresh bouquet of flowers can bring the space to life.

    Contemporary includes boldness. Monochromatics are always in, but a bold cobalt blue or dark purple adds a touch of personality. Another way to infuse a wave of modern into the home is by pairing classic elements of design like scallops and natural fiber rugs with contemporary pieces of art and minimalistic furniture.

    6. Practice strategic staging

    While the entire presentation is important, when it comes to buyers’ decision-making process, some areas weigh more than others. According to the Profile of Home Staging report, the top three most important rooms for buyers are the living room, followed closely by the master bedroom and kitchen. In preparing the space, these are the rooms you should focus your time and investments on.

    7. Use rooms for their intended purpose

    If you were using the guest room as your gym, it's time to take the exercise equipment out and put a bed back in. Put a table and chairs in an eat-in kitchen. Get the home office equipment and filing cabinets out of your little-used dining room and set the table as if you're expecting company.

    It’s also important to consider what buyers in your neighborhood are likely to be looking for in a home. For example, in neighborhoods where a large share of residents work from home, it may be effective to stage one room as an office space so potential buyers can envision their day-to-day routine.

    8. Depersonalize

    One important step to help potential homebuyers visualize themselves in the space: This means removing your mark on the home. The home itself should infuse a feeling of novelty and possibility into the buyer. They should be able to imagine their future in the space, without getting pulled into someone else’s present.

    9. Make it fresh

    Home staging is a primarily visual endeavor, but there can and should be room to engage the other senses. Create an experience for your viewers by focusing on freshness. Adding a few healthy plants will not only be aesthetically pleasing, but will infuse a sense of cleanliness into the air. Also take care of any lingering odors, and give the space a pleasant scent by enlisting the help of subtle essential oils, reed diffusers, or a small scented plug-in.
